windows vista home premium
nvidia geforce 7350LE
lightscribe dvd super multi drive/cd-writer
Asus p5bw-la 64-bit motherboard

I want to upgrade my video card to the amd x1950pro 256mb

It becomes nice once you put in the X1950 Pro and matching power supply. Otherwise, the Geforce 7350 "Lame Edition" sucks. Also, the motherboard has a good chipset but that version may not have the full tweaking capability to really unleash the full potential of the q6600.

If you're getting an intel core quad (which frankly is going to have at least two cores unused most of the time), you should definitely up the graphics card a bit to an 8-series.
That, and if you can get 2x2GB RAM you could set them up as dual data rate(unless you can find 2x1.5GB sticks) which should be a nice speed boost.

With Vista I would definately not get the 1950 pro as it is only DirectX 9. I suggest this

Theres a 256MB version for 35 less but 512 would give you better resolutions.
Needs a 450 watt power supply with at least 24amp +12V rails: Here's one of the best PSUs made--has 3 +12V rails with 18amps each. 80% efficiency, quiet, modular and has 5 year warranty:
