I don't think there is an age limit if you have the cash they will sell you a phone, it's only contracts you'll have a problem with as they usually need to do credit reference checks on you, but pay as you go is just that!

Instead of a phone shop, go to a department store or a drugstore. You can get a Go Phone or Tracfone and there is no age minimum.

Well there is no legal age required. If you do purchase one and you decide to register it with the network, then the person who registers it must be over 16 years old.

You can buy PAYG at any age.
