Yes, it is incest between twins.

If you have ever heard of anything called "fan fiction" (not-for-profit stories based on a published book or movie), then you've probably seen it there. Especially in Harry Potter fan fiction (between the two redheaded twins, Fred and George).

The only difference between incest and twincest, besides the involvement of twins, is that twincest is more often than not consensual while incest is often non-consensual.

I would assume that this is one of the newly manufactured words being used to describe or name something that no one really knows about. However, since "Incest" defines as sexual activities between directly related menbers of a family, this ridiculous word likely indicates sex between twins. The word is likely a product of someone with an inventive frame of mind but without the education to use proper English. Say what you mean and mean what you say. With a language having more than 40,000 words it should not be necessary to invent meaningless words. Of course it is necessary to add technical words because of advancing science but these are really specialty items and have little use in common language.

It sounds like someone coining a word for incest between twins or with twins in the family.
