Unplugged, it is very SAFE. When plugged, just do not touch the power supply or any rotating fan. Beyond the power supply, everything in there is just low voltage DC (12V, 5V and 3.3V).

The electronics will not hurt you by shocking you. But you can hurt the electronics by shocking them with static electricity. All capacitors hold charges but in a PC the voltage is very low so the potential of getting any shock is very close to zero. In the powersupply which you are not opening there are high voltge capacitors that can hurt you but they are in there own sealed compartment. If the PC has been turned off most capacitors drain to zero voltage over time; some in milli seconds some in more time. Most will leak the held voltage very quickly.

Some time ? -- Unplug of course and touch a screwdriver head to one prong on the back of the computer and the ground (where the power cord connect to the case). This gets rid of any "extra juice" left... The power supply keeps a charge after unplugged..... look it up on net if I confused you. Power supplies are dangerous if handled wrong

As long as you turn off power from the switch and place the power cable into the computer you should be fine

yes. if it falls on your head it will still hurt. if you eat the content you will harm yourself. if you touch sharp edges you may cut yourself. the warm conditions inside with the fans sucking in large amounts of air (for cooling) may have introduced viruses or bacteria which could get you ill.
