Would a pet tortoise roaming around a garden in the UK be at risk from local foxes? What about from pet dogs or cats?

Yes, definately. If you have an open yard then anything could get in it, the thing out of your list would be most danger to your tortoise would be the dog(bigger stronger jaws for possibly even breaking the shell), then the fox(similar instinct to that of a dog), and the least, a cat. I doubt that a cat would go after it. They go more for fast moving things. But definately a dog. DON'T RISK IT.

Yes, absolutly! it wouldn't be in as much trouble because of its shell, but the creatures will deffinatly try to attempt to eat your tortise.
