I've made a vest/waistcoat for myself before, but I've lost the pattern and I don't want to buy another one (not for cost reasons). Where can I find some free patterns to make a vest/waistcoat that ends just above or at the belt?

Do a search for free patterns. Use the advanced search feature and you can make it specific to your requirements. You might have to look at a few places before you find something you like.

I've found a lot of patterns for different items this way.
