It's a fabulous way to start an essay if done right, but a crappy way to start an essay if done wrong. Try to ask a thought provoking question (which will make your paper start off great), not one that will immediately answered by one word (which will be boring cause the reader will immediatly answer it with one word and not be grabbed by the paper). I'll give you an example.
let's say your topic is lynchings in the pre civil rights area.
BAD=Have you ever been the victim of race-related violence? How did it make you feel? ( the first question provokes an immediate yes or no answer, leaving the second redundant)
GOOD=How would you feel if you or someone close to you were brutally attacked for the crime of having the wrong skin color? What if the attackers went unpunished becasue everyone was too afraid to speak out against this violence? (the first question provokes thought and emotion, the second question provokes even more thought and hopefully a bit of anger against violence)

No it is fine to start an introduction out with a question just as long as that question gives some idea about what the essay is going to be talking about!

An opening question can be an excellent way to introduce
your subject and purpose. Transmission of knowledge is
often the purpose of writing an essay. If you pose a question
which you intend to answer or at least discuss, the introduction is an excellent place to lay it down, Also,
the purpose of your essay may be to consider possibilities
rather than to give definitive answers.

Absolutely not. As a matter of fact, starting an essay with a question is an effective tool for grabbing the attention of the reader.

The topic sentence is just to tell what the essay is about, and it is supposed to get the attention of the reader and make him/her want to keep reading, what better way to do this then asking a very good question?

As long as it makes sense, and relates to the opening paragraph, it will be perfect. It's a great attention getter, and really starts out a essay nicely.

I don't have a problem with it, but I know teachers who do. I think it's a matter of how often it's happened to them in the past. Teachers who see it a lot tend to get annoyed by it.
So - how well do you know your teacher?
