YES

ALL data tranfers count towards your monthly limits, and that includes surfing, sending/receiving emails, using MSN etc, Simply being "connected" to the web will eventually use up some amount, as most papges now auto update themselves

Depends on whether you are downloading things 24/7.

msn uses download AND upload traffic, but not that much.
