Sadam didn't have much terrorism. An iron handed dictator isn't afraid to take drastic steps and suffer world opinion. And these kinds of drastic steps are the only thing the terrorists will take seriously.

Make people's who are terrorism prone live behind a border separate from the people they hate and the rest of the world, don't allow them to travel.

Right now Muslims are the problem. Most of these people just want to live a good life, but they are more afraid of their terrorist element than they are of sleeping giants. This needs to be turned around so that waking up a sleeping giant is much scarier than confronting the guy down the hall making pipe bombs.

Terrorism should not be encouraged by any body for short term gains. The underlying cause like, poverty, mismanagement of Justice, economic imbalance, lack of education etc. should be found out and remedial steps should be undertaken to rectify the same. Encourage love towards all human beings. It is a long term process, may take years, but world will see positive results.

Terror is violence built up due to Ego creating differences although basic soul is Peaceful and Blissful. We must study in depth the reason for this.
Indian philosophy says if Desire is uncontrolled by intellect then it leads to main ill virtues like Lust, Anger, Intoxication, Greed and Envy.
Ego in us creates rebirths as Desire rules again. Originally Soul is pure with its constituents as Silence/Peace, Freedom and Bliss. The soul is similar like a cloned energy but for the ‘Sanskar’. Soul has this impression (Sanskar) which decides its uniqueness. This is developed in every birth. The Soul is again an energy capsule with a particular thought. This spirit when in a body is dominated by the uncontrolled mind due to the sensual instincts.
We are physically unique as our finger prints do not match. So is our Soul as this is studied logically like the Mind which can’t be seen but indirectly noted by the behaviour.
We are ruled by fear as we are not aware of our future or past birth. A developed Saintly soul knows all due to its powerful mind. Terror plays upon this Fear to subdue all, little realising that a backlash will reduce all. Punishing someone is again violence, but who am I to do this act? Also correcting own ill virtues by opposing to control creates stress. So pursuing opposite virtue is better. Violence: Love.
Religions have put these violent acts to correct others by the other. In the Middle East Bible, Quran, etc. talked about stoning to death. This was opposed by Jesus. Later Mohammed fought to correct with a sword marked ‘Peace’. India also had Krishna supporting this act as Duty (Dharma). But the consequence was their relations were killed. Violence has not stopped till now all due to the ill virtues.
The Master GOD can rule over the subordinates by Love rather than violently correcting/killing. Soul can’t be killed!
Killing for survival of the fittest is a Jungle rule. Humane conditions do not preach this. Terrorists led by Usama ruled Afghanistan to enforce Saudi culture as per the religion. The Mercenaries helped in expanding Christianity. The US terror classes and support has had a backlash and helped in sleepless warring/worrying nights for all.
Religion has been talking of Differences, so the after effect is violence. Talk of similarities only then it will be “Birds of the same feather flock together” for all. This will end violence; mind you Soul basically is same in all until it takes the shape of a Body in a particular part of the World, inheriting that culture and custom.

I looked at the other answers and found to much reason applied to unreasonable people. Appeal to their emotions with poetry. Can be very powerful stuff. A new religion specifically designed by religious scholars, shrinks and cultural anthropologists would also be helpful. Regardless of how it is done an attack on the mind is needed.
