Would pork barrel legislation reinforce or weaken the incentives to Gerrymander CDs? Please explain.

My government teacher posed this question but I have no idea what pork barrel legislation is or Gerrymander CDs? Collegiate Districts??

CD is congressional district. Gerrymandering is the drawing up of congressional districts to load a district with voters of one party.
My answer is: "pork barrel legislation will not work."
Congressmen use pork barrel projects to buy votes from their constituents. The votes can come from any party. So they will find ways around any law.
Such legislation would have no effect on the desire to gerrymander, which will remain strong.

Pork Barrel legislation involves adding items to a bill in order to "bring home the bacon" to your particular Congressional District "CD". A congressman gets the federal government to build an unnecessary road in his congressional district at federal expense, for instance, bringing in an influx of federal dollars and jobs for his constituents. "Gerrymandering" refers to artificially structuring a congressional district's shape to insure the majority of voters will vote with a certain party.
