occupants of foreclosed properties cannibalize it during the redemption period. When the redemption period expires, and the purchaser of said forelosed property gets hold of it, the property is a shadow of its past, improvements are damaged. How do I prevent this,legally?

There isnt much you can do. The previuos owners are taking why they consider as "thiers" and really could give a crap about you. They have thier own problems. It is part of the foreclosure deal

None whatsoever! They will rip the drywall down and smear s..t on the walls, maybe poke holes in the roof. That's called civilization.

Call the police and report theft and vandalism. Make sure there is insurance on the building, then submit a claim for theft and vandalism.
I don't see how you can prevent it.
