Roger Waters and Sting are the most intelligent lyricists. Sting also has some brilliant original bass playing with the Police.

John Lennon maybe. He was a great lyricist, and was never really afraid to experiment other genres, like psychedelic rock or avant-garde. Plus, he was also a multi-instrumentalist, even though Paul McCartney probably can play more instruments.
Bob Dylan probably has the best lyrics though. He's mostly acclaimed for his lyrics, and he has influenced so many people, including contemporary artists.

John Lennon...his words and actions went beyond music and influenced more generations. In this way he survives as do many of our incredible rock and roll artist that have gone beyond this life. It would have been Paul McCartney...but no pre-nup??? Come on... Not very intelligent.

As far as intelligence goes, Jim Morrison was brilliant. He had an IQ of 140 or somewhere around there.
As far as lyrics go, you can't get more brilliant than Bob Dylan.
