The basement drain has the sound of water running through it all the time

I would say that you have a toilet leaking. Pour a couple cups of coffee (liquid only, no grounds) in the tank(s) of your toilets and let it sit. Check a little later and see if the water in the bowl is changing colors. This indicates a leaking flapper. Could also be condensate from an air conditioner if the drain from it is connected to the house drainline.
