I think it is. It may be unfortunate but the human race depends on it. As with all living things, only the strong survive. In our civilized culture the strong take the weak under our wings and protect them, but some will slip through the cracks. It is part of our internal makeup as humans to bully, even if in the slightest way. That is what drives us ultimately to succeed in life. The problem though is that some people take it too far and exceed the level needed naturaly. These people who bully do so for the sake of making themselves feel better because they do not think highly about themselves. They are usualy not intellegent enough to realize how wrong they are.

I think there will always be bullies. It's human nature for insecure people to put weaker people down and no, I don't think it makes most people become stronger and fight back.
Many victims carry this baggage throughout life. I was a bully to some people and I still feel guilt

no u shouldn't bully ,ok he will learn to fight back but after suffering from humiliation , thats not right.

Any repeated action that causes distress and belittles another is hardly what i would call a "necessity" for want of a better word...
Why is it so hard to treat people how you'd want to be treated...? with at least some dignity...

I agree with you partly ,But Bullying is still wrong. And can leave mental scares on some individuals.And they have to carry this burden, through the rest of their lives.
