Nothing would happen to you. In order for it to be harrassment you would have to be told to stop and then you didn't. Touching someones shoulders isn't considered inappropriate. Sure it could make you feel uncomfortable, but that alone doesn't make it harrassment. It is only harrassment if you continue to do something after being told that what you are doing is making the person uncomfortable.
