You should get deep inside that person. Distant and shy people like it when you are interested in them and ask a lot of questions. They desperately seek the attention of others. Approach him/her gently and don't forget to smile. Keep your head empty of negative thoughts. Just ask about him/her and hear whatever the person says.

Well, Alex, do you know this person yet? Or you have only seen the person? If you have not met, you have to find some kind of pretext to go and talk to the person and introduce yourself. If you already know the person, then u should find a reason to talk to her. Don't be too pushy and insistent, just be your usual charming self.
After talking to this person a few times, ask her out........just for a coffee or something casual. Then during the course of your conversation make sure that u smile and make her laugh a few times. Women love that, a guy with a sense of humor. In this way you begin to establish a nice friendship.
Ask her out again for something casual a few weeks later. Not that same week, it might seem to soon to her and you will scare her off. Plus you come off as seeming TOO much after her. After that second meeting you should have some kind of idea of whether she has any interest in you, either as a friend, or otherwise.
And then..... well..... you can figure out what to do next. If not, email me and I will give you further advice!

That's a very sensitive topic...Sometimes the rejection happens just because the person already has someone.
If you can't talk to this person, try to get some visual contact at first.
If you see this person almost everyday( work,school,shop, metro, etc), you can ask information or advice about anything.
In fact, the most complicated is asking phone number and restaurant invitation...

I would approach them and get to know them as friends first after all if you are not friends you will never be able to live with each other forever. Life's to short to not act and wondering what ifs.

Tell them why be scared man.... its shows you have the courage and also it shows that she is worthy of your love or NOT. If not then hell to her....get my drift?
