If you are attaching the fencing to the wall to hide it then just put up batons and nail don't screw the fencing to it. Remember to preserve the fencing that is against the wall before you erect it as you will not be able to after. If you are considering attaching the fencing to the wall to increase it's height then don't. If the fencing should come down in high winds it will bring down the wall as well. Seen this dozens of time and earned a lot of money putting it right. If it's to increase the height of your wall then put up a fence with the posts in the ground.

Assuming you are wanting to put a wooden fence on top of a wall to make it higher, you can get 'metaposts' from most garden centres. These a a metal socket to inset a fence post. you can get metaposts to fix by rawlbolts onto a flat surface. Otherwise attach fenceposts to the wall and extend the height with fencing

there is a lot of anchors for cement that will work, in stone, you will have to find some that are long enough to attach the wood fence to it, if the fence isn,t over 1 inch thick then go with one called tapcons, you drill a hole into the stone,
[bit included with tapcons] then you litterly screw it thru the wood to the stone, At a good heardware store.

i would of thought that you should first fix some wooden struts to the wall, then fix the panels to the struts
