Why would you want to do that? I have seen many problems with the 1.6 gallon flush commodes, especially if you have a longer sewer line. Often times 1.6 gallons is not enough to water to carry solids and paper much of a distance. Then the paper and solids set in the line and it eventually makes a pretty hard clog to get out. I never encourage anyone to get rid of one the old commodes. Of course the washing machine and showers help keep the lines flushed clear but I have seen it happen way more than once. Look for other ways to save water, making sure the dishwasher and washing machine are full, etc because you will not save enough money on the less water to cover a plumber, that I will assure you. Put a brick inside the water tank. It will make it so there is not as much water in the tank each time you flush. If you want you can put two bricks in the tank, if the toilet bowl does not flush clean put a smaller brick in the tank.

A house brick usually does the trick, taking up the volume you'll save in water each time you flush. Have a great day.

Rather than put a brick in, you should fill some empty plastic water or fizzy drink bottles with water, put the caps back on and arrange these carefully inside the water cistern.

What I have suggested and, it works is to take a coffee can, a two point six pound coffee can and fill it with cement and put it in the toilet tank. It will be equal to a .6 gallon tank. try it out though and make sure it flushes right.
