I live just south of Seattle and we have had some bitter Halloweens here. This is what I have done for my kids:
I buy the costume they pick out. It's always made of the crummy fabric that wouldn't keep you warm during a heat spell.
Then I buy sweat-clothes that are the same color-tone as the costumes to wear under the clothes. I also get thermal underwear (tops and bottoms) to wear under that. I also get the woven stretchy-type kids gloves (color matching the outfit.)
Since I have always done this, the kids accept the bulky clothes as a part of their outfit, even when they got older.

if you know how to sew you could head over to JoAnne's and pick up some nice material to make your own costume, since its not easily found, most halloween costumes are very thin, but you want to show them off, so what i would do is to buy a regular costume then make some warm accesories yourself., like a little fairy wool jacket and some fairy stockings. also, its also better to buy ballet slippers than to buy the regular 'fairy costunme' slippers, they are warmer, and they wont fall off as easily. What you could also do is to make a cute little fairy woolen hat, for her ears. I know sewing isnt the easiest thing, but learning how to sew is very simple. or you could knit it, which takes a lot longer.but lets face it, there arent going to be any 'warm' fairy outfits, al;l halloween or just plain fun outfits are very thin, so it is easiest just to go buy one then make a sweater and buy ballet shoes and make a little hat and some stockings.

I highly recommend checking ebay, either for the costume or pattern. I found my son's dragon costume there last year. It was a fraction of the price it would have cost me new, it was adorable and it was nice and warm.

I made my daughter the Sleeping Beauty pattern from Walmart I actually used Satin for hers which turned out to be really warm for added warmth in the girls section of walmart there should be a ballet section a long sleeved leotard and tights help. You could always make her a little cape of Pink velvet to go over her dress for added warmth.

I usually go to Wal-mart, Hobby lobby, or the local fabric stores and look through the big book of patterns they have at each place. The halloween section has many cute princess patterns that are full length.

I don't know if you have any Wal*Mart or Target stores by you, but look in stores already selling Halloween stuff. I am sure you will find something in retail stores. You can also look online. Go to amazon.com, they sell almost everything one person could need in a lifetime. Goodluck.
