Not really, much of the great technology that the Romans perfected went amok after a generation of neglect with maintenance. Some of the richer and more powerful Roman or incoming Goth families took over the rest and managed to keep it working for some time. After Justinian re-centralized the empire to Constantinople much of the original empire went into the dark ages with the rest of Europe
