Yes! Take him to a vet. He most likely has a cold, or it could be a more serious respiratory infection. Call around to local vets and find a place that takes care of reptiles. Turtles can go downhill pretty quickly, I wouldn't wait to take him in.

Usually a runny nose on a reptile means there is too much salt in his diet. If you are feeding him iceburg lettuce that is most likely the case. Unless he starts wheezing or breathing out of his mouth (he'll have his mouth open alot), it's not respitory. See if it advances to what I was talking about, and if so, he probably has a simple cold. Take him to the REPTILE VET (most places that say they can take care of reptiles usually aren't as trained or specialized as you would like) for some anitbiotics and your little friend should be fine. It's probably simply salt build up though. Sneezing it out is how they release it.

Take it to a vet who has experience with reptiles. It could possibly be a mycoplasma infection. These are infections which can be transmitted from tortoise to tortoise. In California native desert tortoises have contracted infections from released exotic tortoise species like Spurred tortoises.

Maybe a upper respiratory infection. It can be cured with a low dose on an antibiotic from a vet.
