it means less than 3
< is a less than symbol in western euclidean algebra and the 3 is the standard western mathematical symbol representing something that has three or a trio of parts, subsequently called a triad. therefore <3 would account for the mathematical statement "x is less than 3". the easy way to remember this is to think that the inequality symbol < is eating the greater number which in this case would be three since it is the only number present.

That depends what it's been used in. If it's in a math question it's "greater than 3" Anything else most likely a heart.
