and you get caught breaking it, are you liable for prosecution?
For instance, if I am going 60, but the speed limit drops across state lines to 50 but there is NO documentation of that, can I be pulled over?

The answer to your question is simple, YES you can be pulled over for questioning. You know or you donot know that there is a law existing in that place and you broke it, therefore you are liable to be prosecuted and be jail. Since the law has no time to annouce there promulgated decree's and procedings through newspapers and other public outlet the government presume that all citizen know the law. Yes you might say that is stupid, not all people know the law. Ignorance of the law is not an excuse to comply with it.

Unfortunately, that's no excuse. You can try and tell the officer that you didn't know the law or that you thought the speed limit was a certain speed, but they can still ticket you. They've heard every excuse in the books, though so don't count on getting out of the ticket.

Do not think that police, state troopers or the sherrif's deputies will not follow you from one state line to the next and contact the next state's law enforcement officals to stop and arrest you for evading arrest, and yes you will be liable for prosecution.
