My opinion: the flywheel key sheared - and is messing up the timing of the valves. A quick way to check : unbolt the flywheel shroud - should be like 4 bolts - two in front and two in back - then the flywheel will be underneath- the round part with fins in it - theres a large nut on top- this needs to come off - the best way i can suggest removing it is using a fairly large c clamp between the fins on the top of the flywheel, to the underside of it- staying away from the flywheel teeth. Rotate the flywheel till the clamp rests on the motor side and loosen the flywheel nut. If the keyway isnt lined up, then the flywheel key sheared - usually a couple bucks at any tractor parts store.

Sounds like the starter may be bad. It will not work under a load. Make sure all the connections are clean from the battery to the starter, including the soleniod. The gear on the starter could be worn and binding under a load. The starter can be removed, cleaned and new brushes installed. You could also try "jumping" the tractor to a known good battery like in your car. Take care with the jumper cables, you don't want them to touch the body of the tracktor. You could put a volt meter on the battery, fully charged it should read 12.5 volts or greater. With the starter cable disconnected, you should get the same voltage through the solenoid when you turn the key to start. The solenoid could also be bad.

Weak battery maybe. A battery charger can show fully charged even with a weak battery. Needs a lot less juice to turn with no compression in the cylinder. Also clean the ground wire where it is bolted to the frame. People clean the battery terminal but often forget the ground to the frame. I would also clean the positve connections at the solenoid and on the starter motor.
Edit: Missed the new battery part. Yeah, clean all the terminations.

The filter is clogged or you need the right kind of plugs, check the oil and gas too.
