Justin Reichert, he does ONLY custom work, is quite well known for his custom knife sheaths as well...google him, he has a good reputation. He closed his shop and works strictly from home shop now, so that he can spend more time with his son. Interesting. At first I didn't think this was that unusual a request but I've looked at Dover Saddlery, KL Select, Euro-American Saddlery and Dressage Extensions and nobody has just those specs. I see what you mean about the 1" being a problem, and I don't see brass hardware either.
The only thing I can suggest is to contact the following companies directly and ask if that is something they have or can make for you:

Any leather worker could do what you ask. Try a saddle shop if there are no Amish in your area. Anyone who repairs saddles could do what you are asking. Look up saddle or tack shops in the area. Better yet check the yellow pages for saddle repair or leather work. If not then try tack shops.
I wish you lived closer because I know of two in Springfield Missouri--The tack Shop and PFI. Either should be able to make what you want but may need to see an example.
I can not imagine them having trouble unless they are having trouble with getting the buckles.

I dont think you have a ballards out there but maybe you could just give them your specifications so that they could send it to you. Might not be the best way to get what you want though they seem very good about thaat, but since you havent been having any luck elsewhere...A lot of their things are really pretty and they are all really durable and come with a lifetime guarantee. Mr ballard makes everything.

Did you try skylands saddlery? They can ship them out to you in WI no problem. Or euro-american saddlery. They also can ship things out. Euro might even have what you are looking for in stock so you can get them in a few days.

You could check with the person who does the tack repair at your local tack shop, those reins should be pretty easy to make.
