I assume that since TV is oft described as the "boob tube" or the "vast wasteland" what you're really asking here is:
Will NOT watching TV make me smarter?
The answer is categorically: NO
Just because you do watch TV does not mean you watch only mind-numbing reality shows, trashy soap operas and Jerry Springer and his ilk. TV also contains well-produced educational programming, political roundtables, newscasts (both short-form and indepth accounts) and documentaries.
Likewise, you could spend every non-sleeping and eating hour consuming books which are the equivalent of cerebral "junk food": comic books, "chick lit", tabloids, "entertainment" magazines, and Internet chat and leave your brain in an equally untaxed, unchallenged spongy state.
For you to be "better" than me, you must replace time you would have wasted "vegging" on the couch with more productive activities and as you do not state in the question whether you are, I cannot necessarily infer that to be the case.
