Any suggestions on how I could convince a hardware store to allow me to shoot on location, or how I could obtain copyrights to the song? Thanks

Al has a website and forums. He is actually quite internet active (if you cant tell from some of his songs). Asking him shouldnt be much of a problem.
As for the hardware store, avoid a big national recognized one. Try to find a small locally owned one. They are more likely to agree just for the publicity of it.

He did a accelerated polka quilt variant of 'Sex Type Thing' from the album 'Core' through 'Stone Temple Pilots'. See if you'll be able to discover it.
