It could mean, 1. The person is out of range or
2. The phone has been turned off.

It means that their cell phone service provider, in the nano second things happen today, knows their phone is turned off or out of range.

It can mean that they are out of range, their phone is off, it's on auto answer, or that they don't have call waiting and are on the phone with someone else.

their phone is either off, dead, out of service like in a valley or mountains or they just have crappy reception, or every time you call they immediately click to deny call, but i doubt its the last one because i dnt think sumbody would be a le to get to their phone to deny a call b4 youheard a ring every time you call, so its pri one of the first ones, nuthin much really to worry about. hope i helped!
