1500 won't really get you a whole lot I hope you realize. And when you say tune, you didn't mention if it was a tune to the engine, your suspension, or the whole car. My method for only $1500 would be to cut alot of the fat off of normally completed setups, but trying to get the same effects....
Don't buy new rims with that budget, but do go out and buy some of the stickiest summer tires you can get, this will immediately help your acceleration, cornering and braking ($350 spent, $1150 remaining)
Don't buy a cold air intake unless you want to spend more money than you should, Honda plastic intakes are designed for fairly good performance anyway, but go ahead and either buy a K&N drop in filter, or take off the airbox, use the stock tube and buy a K&N cone filter. The filter is your key to success here ($50 or so, $1100 remaining)
You can buy a fairly inexpensive header/exhaust system, but the quality is going to be somewhat low (Monza, Megan Racing) and you're going to have to do the work yourself, but that's where the fun is, leave the stock cat. convertor though, you'll need it for emissions/to be legal (header + exhaust $700 shipped, do your research for varying prices, $400 remaining)
Time to do a tune up, use synthetic oil (I use royal purple, you can use Mobil 1), buy good NGK spark plugs, new wires from MSD and a distributor cap (oil + filter = $40, Plugs = $10, MSD Wires = $50, distributor cap + rotor = $15 for a total of $115, $285 remaining)
Buy a couple of grounding wires, they don't have to be expensive or fancy ($25 ebay stuff, $260 remaining)
New Brake Pads - AEM ones should do ($80, $180 remaining)
This last $180 you should save in case of the many little extras you're going to run into: fuel injector cleaner, gaskets, anti-seize, shop towels, zip ties, misc. tools, etc and also for any part of the budget you went over from above. This should at least get you started, maybe you'll save more and start doing more at a later time then

Buying a turbo for a motor that can not handle it will only blow up the motor. Spend your money on bolt-ons. Dc Header, Intake, Exhaust. You will gain about 30 horses with the right bolt ons, and Increase fuel milage.

piece together a turbo kit (if u kno wat your doin) best bang for buck
