if you want anybody besides you to see it (i.e. publish it online), then eventually you'll have to give away some kind of info. Usually just your e-mail address and a username and password for a new account is all;
sorry, but no one just "hands out" free webspace without having some way to contact you (not always for ads though).

you could use dreamweaver software,microsoft front page you still have to host the page via isp
