depends on which country you are talking about. Here in USA there are laws regarding licenses to even collect funds for the poor, plus there are laws regarding people and organizations who take from the poor.

How to provide them all the amount? Well that's not possible because the organization can't possibly be an all-volunteer group, they need to be paid to work, even if it is minimum wage. But, for the poor to get a good amount of the donations, it's up to your government to set up the laws to govern this. Once there are laws in place then the organization can buy on discount, can buy things without tax, and can accept donations (food or product) and then distribute. A lot of times money is taken up because of the cost of transportation, and some people are in remote areas and helicopters are expensive and distribution is a problem as well, but also I see on tv that there is no regulated way of people to receive what they need...they just rush to the truck and take all they can instead of everyone getting a fair share.
