Is it cos I'm quite new here? Nothing happens if I hover my mouse over thumbs up and down but if I hover over 'report it' it gives me the option to click on it.

You won't be able to do that until you reach level 2 (250 points)

Yup, you have to be at level 2. The reason they do this is because it cuts down on troll activity. Most trolls are gone within the first level, more effectively within the first 5 questions. This also gives you time to navigate the Community Guidelines.

Level one doesn't give thumbs up/down. You need to be at level 2 or higher.

Check out the levels info from your home page. I think you have to be level 2 or 3 to do that.

That is just because you are at Level 1. At the next levels you will be able to.
