Your male sounds as though he's ready, but you need to be sure of the female before you put them together (technically, she doesn't get pregnant, bettas are egglayers - but she'll get plumper as the eggs develop). You'l know when the female is ready because she'll show vertical striping and have a well-developed ovipositor (egg spot) on her abdomen. See this link for photos of these: http://www.flippersandfins.net/faq.htm#malefemale

You should have a 10 gallon tank set up for spawning (no gravel, and only a few inches of water, plus some plants for the female to hide in). Put the male in this to let him build the bubble nest, then add the female when they're both ready.

Besides the actual breeding, do you have anything set up for raising the fry? They may have several hundred, plus you'll have to have live foods (infusoria, vinegar eels, or microworms) ready as a first food for when the fry become free-swimming. As they grow, they'll switch over to baby brine shrimp, then in a few weeks, you can start adding prepared (dry) foods.

Does this sound like something you're prepared to do? There's more to breeding bettas than putting the fish together. This website will take you through most of the details: http://www.bettatalk.com/
