Bleach can not dye fabrics it actually does the opposite. It is a strong Oxidizing agent, it whiteness whites & fades colored fabrics.
* It hides stains that are not removed in wash step by making them invisible to the naked eye.
* It also oxidizes the optical brighteners (fabric whitening agents) on polyester fabrics sending them yellow or orange (eg. a pealed apple also oxidizes in air & has a similar color change).

Bleach is used as a cleaner, and it will also remove color from clothing. Never use it full strength. Follow instructions on bottle. Be very careful with bleach. It can eat holes in clothes or weaken them if you use too much. I remember when I was young, I wondered what my hair would look like bleached, so I put a little hair in a cup of bleach. I checked on it a little later and it was gone. Bleach "ate" it. It also smells horrible.

Well, sorta both. It does clean, and that is its' primary use. However, it can leave a yellow stain on some surfaces, effectively 'dyeing' the surface. On other surfaces, it can severely lighten the color.
