I question your statistic. What is your source?
Have you met 100% of black Americans and calculated this on your own? Or did you conduct a (totally nonrandom) sampling where you live and determine your percentage based on it?

Have you met every black person in the world to reach your conclusion? Probably not, besides you can't based a situation on what characters do and speak based on a television program. Their are plenty of people who don't speak like the people on CSI. So, their is no comparison.

the same way networks don't reflect the average person speech THIS IS not just black, but white, Asian, middle eastern. simply because it fictional TV. No one wants to really see how the average American, white black ...blue green or purple speaks if we all sat around with our designer shoes and talked sex with our girlfriends or Solved crimes on CSI then we Might just talk like they do however we aren't those people.. and not one wants to see anyone shopping at the walmart discussing holey socks or laundry fabric softener with our friends.

I have actually spoken to several black people on the phone (for various job functions over the years) and did not know they were black till I met them at a meeting or they visited our office or something similar. That's the way it should be.

Well you really can't generalize about the way blacks speak because depending on where these blacks are from or how they were raised they speak different

you just haven't ventured out and met more "blacks" who speak properly. this is a very narrow-minded statement. you live in a narrow-minded world--perhaps in the sticks, hills or the suburbs.
