uninstall ide from device manager then reboot ..

start - control panel - system - hardware - device manager -
look for any ! or x marks
delete them and reboot your computer

this will reinstall the driver for your cd rom drive

Does door open when you push the button?
Of so, it has power, if not, check power cable. Check IDE cable, make sure seated properly.
