PS: I know what it means, I just want to understand the general consensus (apparently it means different things depending on who you ask)...

I think it means that the person quit or was fired and was the reason they quit/fired stop them from being hired again. For example, if you were fired for stealing, the answer would be no, of course. If you quit because you had children and wanted to stay home, the answer would be yes. At least it had better be.

It means their past employer is passing on a problem to someone else and wants them off unemployment as soon as possible so they can stop paying it . If they were eligible for rehire why did they get rid of them in the first place ? Now that they have gotten rid of them, they are having to pay unemployment on them until the next poor sap hires them. This is their way of hoping someone will pick them up. It's also the same reason it's a waste of time to call for references because they just lie to you in hopes you will again...alleviate their financial burden.

It means you were a good employee who they would rehire if they had to.
