They have no outer ears, but have all the internal bones and channels of most other animals.
As for hearing, they pick up vibrations in the water better than they can "hear" airborne sounds.

yes turtles can hear, they dont exactly have ears though. they have these plates right behind their eyes very small. Like frogs.

No, and yes.
They actually have decently formed ears, covered in membranes.
However, they only respond to certain sounds at certain times- mostly low-frequency vibrations, certain chirps, etc.
