With that price range you're looking at a 10-15 watt, 8" practice combo. Most big brands like Marshall and Fender will on the upper side of this budget. Crate, Kustom, and First Act will be cheaper and less quality sound.
If you have been playing for a couple years and past the learning phase, try out a Line 6 Pod 2.0 or a Pocket Pod with headphones. You will fall in love with the world of modeling amps.

You could try a Randall or a Vox practice amp for that price.
Most quality amps are pretty expensive in the higher price range. I'm going to get an Randall amp when I can too.
I've heard they are loud. Good luck

Maybe a Epiphone valve amp would be good...theyre decent and cheap, otherwise if you got the cheese, go with a Marshall like everyone else says, or a Fender.

I'm not sure if it might be a little above your range, but Orange makes a 15-watt practice amp that's supposedly pretty good too.

I doubt you'll find a working Marshall for that price, but you might be able to find a decent used Fender. ....something like an old Twin Reverb.

For that price range I would SERIOUSLY consider and Line6 Spider III combo. These little things have great tone settings built in...plus a CELESTION SPEAKER.
good luck.
