You need an image editing program.

That image is not solarized. It's cropped tight, the saturation is punched up, the hue is rolled around a bit to the red and the contrast has been dropped out a bit.

Rather hard to see, but it appears to be light solarization a term which comes from old days of exposing film to sun to wipe out parts of the image.
Nasty site with both popups and ads.

you must need photo editing software otherwise you snap own picture with camera.
