yes it's some 1 is fault,coz this tree is located in some country and this county has president and this president have choose some 1 who is responsible to take care of the green lands and trees at this country.

How could it be his "fault"? We're not responsible for Natural Events! If we CHANGE the course of natural events- we're responsible... But that tree would "fall"- if we we're there to hear it, or all camped out on Mars!
