France did not have a president during WW2. Whoever he was, he was unimportant. The Third Republic lasted until 1940, when the Germans overran France in the blitzkrieg. After that, Germany partitioned France into a northern part, which was incorporated into the Reich, and a southern part, called Vichy France, because it was a supposedly independent France with a capital at Vichy. Marshal Phillipe Petain, left over from WWI , was president or premier of Vichy France.

Marshall Petain was in charge of the Vichy government in France which only controlled most of the southern part of the country.
General de Gaulle did not have any political power during the war.
