France did not have a president during WW2. Whoever he was, he was unimportant. The Third Republic lasted until 1940, when the Germans overran France in the blitzkrieg. After that, Germany partitioned France into a northern part, which was incorporated into the Reich, and a southern part, called Vichy France, because it was a supposedly independent France with a capital at Vichy. Marshal Phillipe Petain, left over from WWI , was president or premier of Vichy France.
