Most open their papers with facts which are the premises for the conclusion which is their thesis statement found at the end (last or next to last sentence) of their opening paragraph. It should also be restated as the beginning sentence of the concluding paragraph which sums up your paper.

A good writer can make the thesis work anywhere in the paper. Some papers don't even contain a thesis but the thesis is implied. However if you are not a strong writer you can simply put it in the second to last or last sentence in your opening paragraph.

The thesis statement always goes in the same place - the opening sentence in the first paragraph.

It should be the last sentence in your first paragraph. You may want to look at this sentence, though... it's missing a verb. It needs to have an "are" before you say the three reasons. Or it can begin "The three reasons...... are saving money, morality,a nd effectiveness." Good luck with your essay... hope your teacher is persuaded by your writing.

In your first paragraph, preferably near the beginning so people can start thinking about what you are writing about. It's not fiction, so you have to engage them in an independent fashion, not lead them by the nose.
