If you do not know the source of the fire, the blanket is best. If the fire were burning grease, water or the wrong extinguisher could spread the fire. The blanket keeps oxygen out and gives the fire no where to go.

I would use a blanket, to wrap around the person's burning clothes and hair, and then either roll the poor person and/or hit at them with my hands, hitting at or rubbing the blanket so that the mean fire has no oxygen and thus goes out.

PS. Wondering what a "fire clanket" is...

Definitely A. You would smother the fire. You wouldn't use water, because you might not know what caused the fire, and water isn't the best thing for all fires.
