Maybe they forget or away. It does seem silly to lose the 3 points when you can extend the time and get more answers that way.

I think it is because they are too busy getting points and don't notice that the question went into voting.

the only time my questions went to voting is because they suspended my account and I couldn't pick the best answer.

Most questions have more than 1 great answers-so it is hard to choose.

my guess would b they r hoping for more answers and/or just forget about it. It could also b that they just can't decide , so they let us do it.
