It depends on the stare. If it's a nasty glare, I give it right back to them. If it's a nice friendly stare, I tend to just glance back once in a while to see what they are up to.

Sometimes. Mostly I'll smile and wave at them. Or just do something to get their attention. Some people don't even realize they're staring.
