No, he didn't play the required 10 seasons.
EDIT to add, he also wasn't nearly good enough to make the Hall, even if only eight seasons were needed. For one thing, his career on base average and batting average were below the league average. All-star one time, and he only once was in the MVP voting, with a 10th place finish.

Jackson played in only eight major league seasons. That's not enough for the Hall's first pass of consideration; ten seasons are needed.

Unfortunately, no. He failed to record enough votes on his first ballot to remain eligible. The only chance he may have is the Veteran's Committee, although I doubt he played long enough, or compiled enough stats to warrant admission.
