From most people's experience, a suspension is a permanent lock-out from your Yahoo! Answers account. I'm not aware of any exceptions, although there may be exceptions.
Strike that -- I had this account suspended, but I appealed and the suspension was overturned. In those cases, of course, a suspension isn't permanent.

The word 'suspension', when referring to a Y! Answers account is a bit misleading.
