Pakistan And India both got the same amount of runs in their 20 Overs, and at the stage they were at in the World Cup, the match could not be ties/drawn, so they decided to have a bowl off, and India won, because Pakistan failed to hit the stumps, and India hit them 3 times out of 3!! So India are now in the next round of the Twenty20 World Cup!!
Both of the teams couldn't go through, because they would have too many people. If it was in the group stages, they would have probably allowed the draw!!

As per the rules framed for the Twenty/20 world cup, in the event of a tie, the winner will be decided by bowl out. Accordingly since the match between india and Pakistan ended in a tie, the bowl out rule was applied to decide the winner..

- The captains nominate five bowlers, who will bowl one delivery each, and teams will take alternate turns to bowl at the stumps.
- If, after both teams have bowled 5 deliveries, both have scored the same number of hits on the wicket, or have not scored any hits, a second series of deliveries must be started with the same players and shall continue until one team has scored a hit more than the other team from the same number of deliveries.
- The sequence of bowlers need not be the same as in the previous series and the captain shall have the freedom of choice at the time of each delivery as to which of the 5 nominated bowlers shall bowl.
- In the second series, all 5 nominated bowlers shall bowl a delivery before all of them are eligible to bowl a further delivery.

they had a bowl out because the game ended as a tie and in the 20/20 version of the game if that happens both teams have a bowl off 5 attempts each at the wickets with no one at the crease the first team to score 5 wins

Because both teams ended up with the same score and you can't have a draw in a 20/20 match so they have decided to have a bowl out. Very similar to a penalty shoot out in football, and you need to hit the stumps otherwise it's classed as a miss, and guess what? if you knock the bails off it's classed as a hit.
