Houston, Texas for the jobs and Richmond/Rosenberg area for the housing and schools. Richmond and Rosenberg are small cities to the south of Houston, but within 10-15 minutes or so of Sugar Land which is wonderful, but higher priced. Since you didn't mentioned just how much you are willing to spend or if you already have jobs in a certain area of the city, it's hard to recommend any more details.

Consider Tyler which is a city of about 90,000 in Smith County which is East Texas.
We have almost no crime and no unemployment. Houses and land are both very cheap. Local property taxes are low and the City of Tyler has actually reduced its tax rates almost every year for the last decade.
The public schools are reasonably good (and better than many) and we have several very good private schools.
Unlike many other parts of Texas we are lush and green because of abundant rainfall and the area is heavily forested and dotted with lakes both natural and manmade.
East Texas was the first part of Texas to have an oil boom back at the turn of the century. The legacy of those days is a town with cultural amenities that you wouldn't expect in a small city in rural Texas. There is a symphony orchestra, a civic ballet company, children's theater and the largest privately owned (but open to the public) zoo in the United States.
Tyler is the regional center of commerce and there is a decent number of good stores and a first rate collection of hospitals that are ranked among the best in Texas. You will, in any event, be only 90 minutes from Dallas and there is a regional airport with regularly scheduled service to Dallas and Houston.
Admittedly, this is not a place for a sophisticated cosmopolitain night life. Entertainment here centers on church and family activites and they roll up the streets pretty early. The big excitement, as in much of Texas, is the Friday night football games and the opening of deer hunting season.
Y'all come see us. I think you will agree this is a good place to raise your kids.

Missouri City and Sugar Land are by-far, in my humble opinion, the best cities to live in. They are suburban cities just outside the Houston city limits.
You can choose one or the other, they're right next to eachother. Great schools, low crime rates, many amenities for shopping, relaxation, and family fun (movies, mall, go cart racing). Also, you don't have to put down a lot of money to live here. You can buy a $150,000 house and still live in a good neighborhood.
Best afforadable communities in Missouri City: Brightwater, Riverstone, Sienna Plantation, First Colony
Best affordable communities in Sugar Land: Sugar Creek, Edgewater, Commonwealth
Highway 6 and Southwest Freeway (59) take you straight into Houston for work.

Coppell, which is north of Dallas and near D/FW airport. I grew up there. Unfortunately I had to move to Houston for my job and, if I could, I would move back to the Dallas in a hearbeat. I can only compare Dallas to what I know of Houston, but out of the two large cities, Dallas is a much safer area to raise children in. And Coppell is nationally recognized as having one of the best school systems in Texas. The majority of residents in Coppell are middle to upper class. www.ci.coppell.tx.us

Houston is good for work and is very boring but Austin and San Antonio will give you the total package in terms of work and fun. University of Houston students commonly go to Austin to have fun on the weekends. I would pick Austin overall though.

SAN ANTONIO!!! We have a great central location, beautiful city, affordable homes, no horrible traffic congestion like Houston, no great racial divide like Dallas, good schools, friendly people and a lot of things to do!! come visit you will love it.

Quite frankly I would say nowhere, but since you did say "in Texas", I would pick Austin. Otherwise I would choose another state.
